- President Biden released his proposed budget for fiscal year 2023, asking Congress to authorize a $26.9 billion increase for the Department of Health and Human Services (HHS) to fund numerous health care priorities. Of the $127.3 billion in discretionary funding requested, $81.7 billion would be invested over the course of five years to plan for future pandemics. The proposal also includes a provision to ensure that all private health plans cover mental health and substance use disorders and allocates funding to bolster behavioral health care in several areas. The proposal seeks to reduce the national deficit by roughly $1 trillion over 10 years through new tax measures, including a “Billionaire Minimum Income Tax” that would levy a 20 percent minimum tax on all income for Americans with assets worth more than $100 million.
