- Democratic senators dropped House-passed cuts to Medicaid disproportionate share hospital (DSH) payments in their version of the social spending bill. The House bill would have reduced payments, which go to hospitals in the 12 states that haven’t expanded Medicaid, by 12.5 percent. However, the bill also would have also offered ACA subsidies to 2.2 million people who would be eligible for Medicaid if their states expanded, thereby reducing the need for DSH funding to cover uncompensated care costs.
