- President Biden is set to announce regulatory changes to Affordable Care Act (ACA) rules that could help hundreds of thousands more Americans gain coverage and more than a million spend less on premiums. The administration plans to change the definition of “affordability” related to the part of the ACA that regulates eligibility for premium subsidies. The ACA currently defines affordability as the premium for a single beneficiary — the employee — being below a certain percentage of family income.
