- North Carolina Senate Republicans introduced a bill yesterday that would accept federal funds to expand Medicaid. During a press conference, Senate Leader Phil Berger said that the bill poses “no fiscal risk” to the state budget. The bill includes work requirements and stipulates that the state’s 10 percent share of expansion expenses would be paid through a new assessment on hospitals. The measure also would permit nurses with advanced specialties to practice without a physician’s formal supervision, require health insurers in the state to cover telehealth services, and mandate that in-network health facilities alert consumers when out-of-network providers are scheduled to provide care.
