Third Horizon is pleased to announce that Phase 1 of the Lee County Behavioral Health System of Care project has been successfully completed.
Lee County, Florida launched a strategic initiative to enhance and transform its Behavioral Health System of Care with funding from the U.S. Department of Housing and Urban Development (HUD), Community Development Block Grant – Disaster Recovery (CDBG-DR).
Through a competitive process, Lee County selected Third Horizon, LLC to lead an 18-month project to plan the Behavioral Health System of Care which began in September 2024. The project consists of four distinct phases:
- Phase 1 (September 2024 – January 2025): a thorough assessment of Lee County’s behavioral health system
- Phase 2 (January 2025 – July 2025): an in-depth analysis of the initial findings and recommendations to address identified issues
- Phase 3 (July 2025 – January 2026): development of an implementation plan for the Behavioral Health System of Care
- Phase 4 (January 2026 – March 6, 2026): creation of a comprehensive report summarizing all findings, recommendations, and a final plan to improve behavioral health services and access across Lee County
Third Horizon’s research in Phase 1 found that Lee County has invested significant time and resources to understand local behavioral needs, available services, and resources.
Mindy Klowden, Managing Director for Behavioral Health, led the project with assistance from Tym Rourke, Elveena Fareedi, Alex Hryhorzcuk, Caleb Allen, and Bobby Schenck.
