New Report Recommends Performance Measures for Assessing OUD Services in Jails and Prisons

November 15, 2023 – Viaduct Consulting, LLC, in collaboration with Third Horizon Strategies, released the second of three reports outlining recommendations for Medicaid coverage of Opioid Use Disorder (OUD) services in jails and prisons. The report, Recommended Medicaid Performance Measures for Opioid Use Disorder in Jails and Prisons, recommends performance measures for states and the federal government to use assessing efforts to provide OUD services, including medication for OUD, to Medicaid beneficiaries in jails and prisons and reentering the community. The measures contained in the report were significantly influenced by the services and standards established in first report: Recommendations for Medicaid Coverage of Opioid Use Disorder Services in Jails and Prisons. A subsequent companion report on reimbursement will be issued in early 2024 to build on the standards and performance measures that can advance these standards of care in prisons and jails.
