- The CMS issued the third part of the 2022 Notice of Benefit and Payment Parameters, extending ACA open enrollment by another month. The new deadline on the federally run exchanges will be January 15. The rule increases insurer user fees for participating on the exchanges from 1.75 percent to 2.25 percent for the state-run exchanges and 2.25 percent to 2.75 percent for the federal marketplace.
